Welcome to Lustica Bay, one of just two developments in Montenegro to make it into our initial portfolio. The project has been in progress on this former military site for 11 years now, and there are two main areas – Marina Village and Centrale. The company behind Lustica Bay is Egyptian developer Orascom, while the fact that the government owns 10% of the project must help when it comes to things like planning permission! Orascom are used to taking the long view, as evidenced by their El Gouna project in Egypt which has been 30 years in the making. They also have a long term project at Andermatt in the Swiss Alps so the scale of investment needed to fully develop Lustica Bay doesn’t phase them.

The CEO recently commented that 2019 was the year when Lustica Bay achieved critical mass, with the hotel and marina open and investors starting to take up residence in the magnificent front line homes you can see in the video. We particularly like the fact that Orascom retains a management role when the infrastructure is completed, so they will not simply take the development profit and run. They will be here to ensure that the resort retains the level of quality and service that is being put in place on day 1.

Marina Village

At the heart of the Marina Village is the 5 star Chedi hotel. We ’ve stayed there and found the staff to be friendly, the suites amazing and the cuisine excellent. It is possible to acquire suites in the hotel and receive a guaranteed 5% income from them. However, with a price tag north of €300,000 I think a stand alone apartment is a better long term proposition if you’re looking at this from an investor’s perspective.

Much of the Marina Village is now sold out but we do have a handful of apartments, town houses and villas remaining if you are able to move quickly. Prices start at €350,000 for apartments, €850,000 for town houses and €2 million for villas.  Demand for the marina has also been strong with 70% of the berths now sold so again, if you’d like to moor your own yacht here do get in touch with us soon.

What’s fascinating about Lustica Bay is the sheer size of the development, 7 million square metres, and the range of options that will provide to investors. There’s even Montenegro’s first 18 hole golf course planned for a later stage of the project with villas alongside the golf course available for off-plan reservation later in 2020.

The topography of the site lends itself to the creation of a series of small neighbourhoods, so you won’t feel like your in the middle of some giant housing estate. The streets will be wider than Marina Village and there’ll be more green areas.

The second high-end property development to make it into the Opulent portfolio in the low tax country of Montenegro is the world famous Porto Montenegro. Sometimes referred to as the Monaco of the Adriatic, Porto Montenegro is very much the epicentre of luxury lifestyle here in the Adriatic resort of Tivat. We’re just 10 minutes from the airport which accommodates private jets as well as commercial flights, or you might come here on your yacht and moor it in the impressive marina which has its own yacht club in the corner over there.

Our properties are right next to the Marina with services provided by the adjacent Regent Hotel. I’ve stayed there myself and can confirm that the service is everything you’d expect at such an elite destination.
We have properties available in the three buildings that surround the central pool area with views to the waterfront and the mountains beyond. On the left as you look down on the development are the Aqua residences, on the right are the Baia or Bay residences and at the back is the newest building, the Elena Residences.

Elena was a Montenegrin princess who married the future King Victor Emmanuel of Italy in 1896. Despite her royal status, Elena spent much of her time volunteering as a nurse and helped rescue workers after an earthquake at Messina in 1908. In her honour the residences are designed to reflect the architecture of the Italian riviera.

The next phase of the Porto Montenegro project is directly linked to the brand new Citizenship by Investment programme announced in 2019. Full planning permission is about to be granted for homes that will qualify by requiring an investment of at least €450,000 plus a €100,000 donation to government infrastructure projects.

Of the 220 properties being built on this part of the site, 140 will qualify for the citizenship by investment programme. That means you end up with a Montenegrin passport with all the flexibility that brings.
